These artifacts can be found while in Instant Adventure groups in Freemarch. During the adventure, a special mob called ‘Bludfeng’ will spawn that will drop the artifact. This happens super rarely.
You could try to farm them by setting up a target macro for the mob and then joing IA randomly to see if it is the right zone.
This set is NOT known to be found inside artifact caches, looted from minion missions, or rewarded from the daily/weekly gifts
