There are many many critters all over the worlds that will drop these tears. It is likely you will complete this set without even trying, just by accidentally catching the critters with AOE while killing quest mobs. The only one you may need to properly farm for is the Snake Tear, for this you can go to the Tempest Plains area of Shimmersand /setwaypoint 7055 6947
This set can be found inside artifact caches, looted from minion missions, or rewarded from the daily/weekly gifts
