This set of Bounty artifacts come from PVP. You will find them in the loot chest ‘Reaper Supply Crate’ that you get when you win a PvP match. Bounties do occasionally drop from players during the PvP matches but this is super rare.
Bounties drop often from 4 hour minion adventures, so most players will complete these sets using those.
